The Director of Construction Programs provides direction, organization, and administration of national construction portfolio management for Medxcel Planning, Design, and Construction. The Director will be expected to execute the program’s policy and procedures in accordance with established objective and initiatives to manage the portfolio of projects within scope, schedule, and budget. Facilities served include, but are not limited to, hospitals, medical and physician offices, outpatient care, senior care, and community health facilities.
This position will be located at Central Office- Indianapolis, IN.

Operational Management:
Responsible for administrative, operational, and personnel issues including planning, staffing, quality assurance, productivity, and goal setting
Implements and evaluates cohesive Medxcel construction operations
Maintain external relations related to PDC, including government relations, local, State and Federal regulatory agencies, The Joint Commission on the Accreditation of Healthcare Organizations (TJC), Department of Health, insurance carriers, and other Authorities Having Jurisdiction (AHJ) as needed
Monitors quality of work life in the department and initiates changes when indicated. Establishes regular and effective employee communication mechanisms, provides opportunity for appropriate employee participation and input; and identifies and addresses work related problems
Provides support to and solicits input from colleagues, directors, leaders, administrators, and physicians. Encourages and establishes a forum for quality improvement discussions, design, and implementation of ideas at all levels
Manages capital budgets according to capital allocation and organizational guiding principles
Maintains oversight for contract identification, execution, controls, and compliance
Implements, measures, and communicates the metrics to monitor/improve delivery of project scope, schedule, budget, quality, and safety
Management:
Oversee the interviewing, hiring, and training of employees; plan, assign, and direct work; complete performance appraisals; reward and discipline employees; address complaints and resolve problems
Create and deliver standard assessment, measurement, and reporting tools
Collaborate with Medxcel leadership to coordinate customer communication (Medxcel One Voice)
Assist and support on-site leadership with identifying and implementing cost reduction opportunities
Conduct periodic business reviews with customers
Provide leadership and guidance for onsite management with ensuring the customer’s program understanding, customer satisfaction, strategic partnering, and continuous improvement efforts
Develop and nurture key relationships to create a high degree of loyalty to Medxcel
Be visible and available to key market and Medxcel stakeholders, leadership, and associates during frequent site visits
Coaching and Development:
- Mentor Medxcel PDC associates across the portfolio with an emphasis on operational excellence, developing existing and future talent, mentoring, and inspiring performance, and enabling on-site leaders to succeed
Education:
Bachelor’s degree in business, engineering, or management (a minimum of 15 years of experience may be substituted for this requirement) required
MBA or other graduate degree preferred
License/Certification:
- Certified Healthcare Construction Certificate (CHC), Certified Healthcare Facilities Manager (CHFM) or related certification required
Experience:
At least 10 years of healthcare construction experience required
Developing and managing construction programs in a portfolio environment required
Managing multi-state large (multi-million dollar) portfolio of healthcare construction program(s) required
At least 15 years of healthcare construction and programs preferred
Knowledge, Skills and Abilities:
- Possesses a thorough knowledge of construction processes, related software systems, contracting, cost control, quality control, on-site controls, commissioning, and safety procedures as it relates to healthcare construction, renovation, infrastructure, and the application of Interim Life Safety Measures (ILSM) and Infection Control Risk Assessments (ICRA) in healthcare settings
