The Sr. Emergency Planning Coordinator develops, designs, coordinates, evaluates and reviews Emergency Planning Department programs and policies. Provides direction, oversight and review of activities related to regulatory compliance, plan and procedure development and revision, drills and exercises, government relations, public information and public education, Emergency Response Organization (ERO) staffing and training, facility development and maintenance, radiation protection and health physics, and Palo Verde alert and notification systems. Performs self-assessments; conducts corrective action follow-ups; evaluates/implements industry lessons learned; and ensures department responses to internal/external concerns are complete and timely.

Minimum Requirements

A four year Bachelor's degree in Emergency Management, National Incident Management System (NIMS) or other job-related field from an accredited college or university plus six (6) years commercial nuclear power plant technical experience (e.g. technician or journey-level position or higher in Maintenance, Operations, Radiation Protection National Registry of Radiation Protection Technologists certification) and/or Emergency Planning experience. In lieu of bachelor's degree, high school diploma/GED plus ten (10) years commercial nuclear power plant technical experience (e.g. technician or journey-level position or higher in Maintenance, Operations, Radiation Protection National Registry of Radiation protection Technologists certification) and/or emergency planning experience is required. A former/current SRO license or SRO certification may substitute for bachelor's degree. Requires effective oral and written communications skills. (Note: degree in engineering, physical science, health physics, information/computer technology, business, public affairs or other specific discipline may be required based on functional area responsibilities.)

Nuclear requirement:

Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member. Any PVNGS employee may be called upon to support a refueling or short-notice outage. This includes line roles and responsibilities as necessary to execute outage activities. These are conditions of employment at PVNGS.

Major Accountabilities

1)Primary liaison for NRC and FEMA inspections, Nuclear Assurance audits. Resolves issues in a comprehensive and timely manner using the site corrective action program or the department issues tracking programs. Evaluates trending data.

2) Leads department self-assessments. Identifies issues/concerns prior to discovery by regulatory agencies or nuclear assurance. Conducts and coordinates corrective action evaluations and resolutions. Develops prevention plans to avoid repeat findings.

3) Maintains on-site and off-site radiological emergency programs by developing health physics, emergency medical, public information, and training programs ensuring NRC and FEMA regulations are met. Coordinates regulator response reports.

4) Leads surveillance testing and maintenance of emergency response equipment and facilities such that all systems meet NRC and FEMA regulatory requirements. Tracks and trends performance of equipment and coordinate corrective actions.

5) Performs technical reviews and 10CFR50.54(q) and 10 CFR50.59 of changes to license documents and procedures.

6) Develops, evaluates and documents program performance indicators and ensures data is accurately reported to the NRC.

7) Develops and coordinates drill/exercise scenario data (operations simulator data, radiation protection data, dose assessment, chemistry, government response, public information, contaminated injury, procedures) meeting regulatory objectives.

8) Performs health physics, chemistry and radiological training.

Performs dose assessment methodology analysis ensuring consistency between government and utility programs. Develops radiological plume data and chemistry analysis.

9) Develops and validates drill/exercise scenario data using plant control room simulator. Monitors simulator software revisions and update scenarios as needed. Develops monitoring exceptions and incorporates into simulator software.

10) Evaluates changes to the emergency plan, procedures that implement the intent of the plan and offsite agency procedures that support implementation of the plan to ensure compliance with federal, state and nuclear industry regulations, standards and licenses.

Reviews new industry documents endorsed by the NRC and incorporates new rules into our long-range evaluation program.

11) Provides technical oversight for the initiation, planning, execution, monitoring, and closure of assigned business unit or cross-functional projects.

This position is not required to be performed at a specific APS facility as long as adequate technology and a solid ergonomic set up are present. Pending agreement with leadership, employees hired into this role will be able to choose where they prefer to perform their work. Employees will have two options to choose from:

  • APS office based: The employee prefers to work most of the time from an APS facility.

  • Home based: The employee prefers to work most of the time from his/her home.

*Employees in Flex roles are required to reside in Arizona (or NM for Four Corners-based employees). Role types are subject to change based on business need.
