Summary This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia. Responsibilities WHAT YOU'LL BE DOING DAY TO DAY As an Executive Officer, you will use your knowledge of and experience in the Office of the Director of Equal Employment Opportunity, Diversity and Inclusion which is located within the Assistant Secretary for Administration organization to optimize business results and customer experience by: Advising the Deputy Assistant Secretary of EEODI and other EEODI management officials in their responsibility for the review of program management and directing the development of plans, methods, and techniques to better use funds, personnel and material resources, and in the development of policies, procedures and practices. Formulating and monitoring the operating budget; monitoring budget activities; coordinating the efforts of staff to ensure organizational budget requirements are met; managing the successful internal execution of the budget, including the monitoring of approved expenditures and benefits, facilities management and support, technology resources and legal requirements; and advising senior managers and/or officials on administrative problems stemming from non-recurring and/or unique budgetary situations. Assessing the need for procurement actions and making recommendations to leadership for meeting those needs and assisting staff in the preparation of Scope of Work statements and other program-specific documentation associated with procurement actions, such as Cooperative Agreements and other awards. Overseeing the advertisement, rating, certification, and hiring process to ensure conformance to requirements established by HHS Human Resources guidelines and the Office of Personnel Management. Conducting continuing position management oversight to achieve full utilization of available resources. Overseeing the need for and utilization of support activities, such as travel, space, facilities management, telecommunications, printing and reproduction, and records, management); negotiates with appropriate officials, on behalf of for these services; and reviewing and authorizes travel requests and vouchers. Representing the Deputy Assistant Secretary for EEODI on agency-wide taskforces, committees and workgroups and with external partners, as needed. Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR Minimum Qualifications: Must have at least one year of specialized experience, equivalent to the GS-14 level in the Federal service performing at least four (4) of the following: 1) Identifying and integrating internal and external program issues, such as those involving technical, financial, organizational, and administrative factors; 2) Recommending resources to devote to particular projects or to allocate among program segments; 3) Presenting ideas and recommendations while negotiating sensitive, complex, and/or cross cutting issues; 4) Managing a tracking system to monitor the status of various personnel actions/activities; 5) Performing a wide variety of administrative activities while managing multiple priorities.
