FINANCIAL SYSTEMS SPECIALIST

Responsibilities Serves as a functional expert for all aspects of automated finance systems, and analyzes systems interrelationships and effectiveness supporting the Defense Joint Military Payroll System (DJMS). Leads and participates in the development of functional requirements and system design specifications. Ensures that internal controls built into the automated finance systems are operating properly and in compliance with Federal and DoD systems security requirements. Uses military pay systems and entitlements to identify transactions, products and MMPA conditions which have historically been a concern or identified as gaps in the current pay system; plans transactions and MMPA setups required for specific tests. Assists in processing corrections to payroll and accounting data for unusual or sensitive transactions that require special handling and intervention. Identifies and documents anticipated test results in terms of updated baseline and output products. Provides advice to functional managers regarding automated financial systems capabilities, constraints, internal controls, data exchange, and output products. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as performing financial systems analysis in support of finance mission and possess substantial knowledge of financial management principles as they relate to automated systems processing and military payroll operations. Examples of specialized experience includes demonstrating knowledge of financial management and operating procedures relative to military payroll; knowledge of automated systems design principles, techniques, policies and regulations related to military payroll; ability to apply investigative techniques related to military payroll; ability to research and analyze military payroll directives and regulations to assess their impact on current and planned operations. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. Education Education is not substitutable for specialized experience at this grade level. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. The Security Designation will vary and dependent upon position and may require a secret clearance or higher.
