POSITION DESCRIPTION

RPU, a division of the City of Rochester, MN, is the largest municipal utility in the State of Minnesota. RPU serves over 57,000 electric customers and 41,000 water customers in a 60 square mile service area and has revenues nearing $161 million annually.

Nature of Work
This position involves developing, operating, and maintaining the enterprise GIS systems. Responsibilities include coordination of departmental GIS activities, GIS program planning, management and coordination, GIS and infrastructure mapping and database management, GIS application development, coordinating department training on GIS software, and maintenance of the GIS internet/intranet sites. Work involves creating and updating public and associated private infrastructure GIS datasets; map production using ESRI's ArcGIS software suite; database manipulation and data entry; and maintaining records of installed infrastructure. This position also provides technical support for computer users, assists others in the department relating to project scheduling, budget preparation and infrastructure management and is also responsible for departmental support of system administration for both software and hardware, including maintenance and installation.
2022 Starting Salary
$81,197 to $95,527 year, depending on qualifications, with advancement to $119,409.
This figure will be adjusted when the 2023 contract is executed.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment or location.
*Be responsible for plans and procedures for the development and use of Geographical Information Systems (GIS) to meet the needs of the Department:
Implement, operate, and maintain an enterprise-wide GIS.
Prepare functional description of the system, including application specification, identification of user interfaces, documentation of data sources, database design, data flow diagrams, project cost and schedule planning and reporting resource requirements.
Assist in the development, maintenance, and administration of a departmental GIS work plan.
Acts as liaison between department and outside agencies or other departments in accomplishing system applications.
Maintain and enhance databases for all areas of the Department; Develop GIS applications to enhance efficiency and use of the GIS.
Coordinate integration of internal and external GIS with other departments, divisions, systems, and functions.
*Develop, maintain, and update GIS databases for the Department:
Plan, develop and administer spatial and attribute data sets.
Create and update public and associated private infrastructure GIS datasets.
Prepare and edit map layers for electronic and printed maps to meet requirements for staff and others.
Establish and apply quality control and quality assurance policies and procedures to maintain accuracy of GIS data.
Develop and implement databases and applications for department records.
Perform database management, design SQL queries and perform data entry.
Support the management of departmental infrastructure using field inventory data.
Maintain and improve current department GIS databases and applications.
*Provide public service to consultants, developers, citizens, and other agencies:
Work with other departments and governmental offices in developing and maintaining GIS databases for multiple users.
Respond to inquiries and requests for information about Department infrastructure.
Coordinate with other governmental GIS groups.
Prepare technical information for Boards, Councils, City staff agencies, Commissions, neighborhood groups, and professional organizations.
*Coordinate GIS workload, training/guidance to department and division personnel on GIS, design or other mapping requirements:
Provide recommendations for implementing new and maintaining existing software and hardware systems for use in GIS program.
Coordinate training and technical support to internal GIS customers and other users of GIS data and applications.
Select, install, and support computer hardware and software.
Coordinate and prioritize GIS workload and provide work direction to temporary/seasonal staff.
Assist with other items needed by the department or division regarding GIS.
Assist with the development of budgets and schedules involving GIS applications, computer hardware and software.
Update, modify and expand GIS related intranet/internet sites including ArcGIS Portal.
Collaborate with IS team to insure hardware maintenance, software installation and maintenance, and troubleshoot system problems.
Administer user access and security for various departmental software applications.
Perform other duties as assigned or necessary.
- ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in geographic information systems (GIS), geography, planning, civil engineering, computer science or related field and 3 years of professional GIS experience. Experience with ESRI ArcGIS software applications is required.
Licenses and Certifications
Valid MN driver's license
Desirable Qualifications
Master's degree in geographic information systems (GIS), geography, planning, civil engineering, computer science or related field.
Experience with Microsoft server and client operating systems and Microsoft Office programs
Python and/or .Net programming skills
SQL Server and/or Oracle database administration
ArcGIS Sever and Portal administration experience
ArcGIS Pro and Utility Network experience
Experience with Trimble mapping and/or survey grade or similar GPS units
Experience with Schneider Electric’s ArcFM, Designer, Responder, and Fiber Manager Products
ADDITIONAL INFORMATION
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of : principles, theories, and methods of Geographic Information Systems as applied to designing, planning, and maintaining information files; municipal engineering practices; current developments, trends, and technologies within the GIS field; procedures for obtaining permits for construction projects; database management concepts and structures and legal aspects of data management and data privacy; software/hardware needs and capabilities for developing recommendations on computer associated purchases; networking and server virtualization (i.e. VMWare); computer hardware/software installation and support; computer systems design and programming and computer aided drafting techniques; surveying and engineering practices.
Skill in: database management including Microsoft Access and Microsoft SQL Server ; understanding of the structure, systems, and functions of local governments; good communication skills with an ability to express ideas clearly and concisely; demonstrated experience and competence using the following software: ArcGIS Desktop Applications (ArcMap and ArcGIS Pro), ArcGIS Server, AutoCAD, Microsoft Office (Word, Excel, Access, and other programs).
Ability to: comprehend and problem-solve complex land based data systems involving interdepartmental interaction; coordinate systems, functions, and personnel to meet user needs and produce cost effective products; effectively coordinate database management practices and use associated software; create reports and recommendations using word processing and spreadsheet software; do technical research and make recommendations on GIS projects; think conceptually, analyze data, and prepare recommended courses of action; communicate effectively both orally and in writing; effectively manage workload and time commitments; establish and maintain effective working relationships with other departments, jurisdictions, employees, consultants and federal, state, and local officials.
