Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.   As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. 

Under direction of the Access & Engagement Director, the Access & Engagement Manager is responsible for the management and oversight of day-to-day operations carried out by street-based homeless outreach teams. The Manager will ensure that LAHSA outreach staff are properly trained, equipped, and strategically deployed to ensure homeless individuals and families are provided opportunities to end their current homeless situation through available resources. They will track team performance and provide support to the teams.  

Service Planning Areas (SPAs): 

  • SPA 1 – Antelope Valley
  • SPA 3 – San Gabriel Valley
  • SPA 7 – East Los Angeles County
  • HOST
  • HOST Regional 

  • Train and mentor outreach staff in outreach best practices, interpersonal skills, motivational interviewing, healthy boundaries, street-based safety, trauma informed care, among other areas. 
  • Assist Director in the development and implementation of departmental policies and procedures
  • Oversee, promote and maintain a high level of performance per contractual requirements
  • Manage and coordinate all department functions related to staff and outreach performance
  • Ensure staff participation in and understanding of the Coordinated Entry System (CES), including attendance in community meetings/events, joint outreach events, outreach team coordination, use of CES tools, referral processes, etc. 
  • Assist Director in report development and submission per contractual requirements
  • Maintain professional relationships with City and County Departments and community groups 
  • Assist Director in leading weekly/monthly departmental meetings and staff trainings
  • Manage and coordinate staff schedules and reports on staff work performance
  • Provide updates and special reports to the Director upon request
  • Oversee the purchase of program and client supplies and approve expenditures per contractual requirements
  • Perform other duties as assigned

  • Must be computer literate and have good communication skills. 
  • Applicants must be able to display a successful track record of managing staff and projects and should possess a positive attitude, the ability to comfortably interact with diverse populations, be energetic and independent and have strong leadership skills. 
  • Prior experience working with street-based teams.
  • Bilingual (English/Spanish) speaking and writing skills is strongly preferred.
  • Strong analytical and time-management skills
  • Requires experience in staff management, development and supervision. 
  • Ability to manage multiple projects and ensure deadlines are met. 
  • Ability to develop a diverse group of team members and leverage their strengths
  • Ability to inspire, motivate, build relationships with, and lead teams
  • A strong work ethic that serves as an example in the department
  • Excellent interpersonal and presentation skills
  • Demonstrated ability to exercise sound, independent judgment

  • Knowledge of LAHSA's HMIS

  • Candidate should possess knowledge of best practice models for assisting homeless people with varying degrees of needs/conditions and have a strong understanding of contractual requirements/compliance and applicable performance measures. 
  • Must have experience working with a wide range of homeless and social service providers, City and County Departments and Elected Officials and the ability to maintain those professional relationships.  
  • A valid California Drivers' License, a good driving record and familiarity with Los Angeles County freeway systems and geographic locations is necessary.  Willingness to work flexible hours as required.
  • Proven professional experience and educational background.

COVID-19 Vaccines  

  • Effective November 1, 2021, LAHSA will require proof of vaccination for all employees. This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency.  
  • Employees may apply for an exemption if they cannot be vaccinated due to complicating medical conditions or sincerely held religious beliefs. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing.
