Job Description

This position serves the Department as a purchasing agent within the purchasing office, responsible to manage all aspects for the department’s procurement and vendor selection for purchasing of goods which includes office supplies, printing, merchandise, and equipment in compliance with state (Iowa Code and Iowa Administrative Code (IAC) and federal rules and regulations and department policies and standards. This position shall ensure Department practice is consistent with 11 IAC 117, as well as any additional rules related to purchase of relevant goods or services. This position shall ensure the Department’s internal controls and procedures to initiate purchases (requisitions), complete solicitations, make awards, approve purchases, placing purchase orders and receive goods are in place and maintained with integrity. This position will determine and conduct the appropriate procurement method for goods, supplies, equipment and printing projects on behalf of the Department.

  • Coordinates formal solicitation processes with DAS and the Department requester as appropriate.

  • Collaborates with the Department’s Service Procurement and Contract team for the purchase of services, regardless of purchase method (MA, etc.).

  • Oversees and monitors information technology (IT) supply purchases in collaboration with the Information Management staff and OCIO as appropriate.

  • Conducts the appropriate solicitation process for purchasing supplies, equipment and printing when items are not available from DAS MA, OCIO MA, TSB or exempt from competitive procurement. Processes purchase orders/requisitions, ensuring appropriate internal approvals received and funding sources identified. Collaborates with requesters to determine mandatory product specifications and optional product specifications; as well as negotiating delivery terms and associated costs. Initiates and manages procurements in the state’s designated procurement and or financial system. Posts solicitations within the DAS designated electronic system. Receives and evaluates/tabulates informal bids and quotes. Places order in compliance with appropriate selection process.

  • Manages or oversees all aspects of the receipt of product and payment processing for goods, supplies, printing and equipment, Initiates appropriate payment documents into the state’s financial system, including all required supporting documentation using accurate payment codes. Reconciles department-wide invoices to support documents. Authorizes payment of correctly received products and corresponding invoices. Develops and maintains accurate purchasing files to include, procurement requests, solicitation documents, responses, awards, payment documentation, etc.

  • Maintains tracking and spreadsheets as appropriate for duties.

  • Provides timely, accurate and comprehensive technical assistance to program staff throughout the procurement, ordering and receipt process. Develops and maintains resources, guidance and procedures for processes carried out through the office. Provides educational sessions and technical assistance to internal customers.

  • Conducts additional administrative support projects to include, but not limited to:

  • Building and parking security - Assists in processing the appropriate paperwork for new employees and their supervisors to obtain badges and parking stickers; and obtains and turns in badges of exiting personnel.

  • Equipment tagging and inventory - Tags and maintains an inventory list of all equipment throughout the entire Department. Provides the list annually to the Bureau of Finance by the designated deadline.

  • Maintains shred bins for the Department.

  • Conducts copier tracking, maintenance and service calls.

  • Coordinates the approval and payment of cell phone charges monthly to include maintaining/updating the user spreadsheet, ensuring the invoice is accurate and payments are processed to the appropriate accounts.

    Obtains and maintains Level 2 Advanced Certification (Advanced Procurement Authority) through DAS. Assists in overseeing the work of the purchasing assistants.

    Applicant must pass a background check prior to employment.

Minimum Qualification Requirements

Graduation from high school, or G.E.D., and six years of full-time work in the procurement of technical, standardized, expendable and non-expendable items;

OR

graduation from an accredited four-year college or university with a bachelor's degree in business or public administration, accounting or economics and two years of the required experience;

OR

an equivalent combination of education and experience substituting one year of education (30 semester hours or one year) for each year of the required experience;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to eighteen months as a Purchasing Agent 1.
