Job Description:

The Regional Compliance Officer (RCO), Thomas Jefferson University and Jefferson Health ndash; New Jersey, collaborates with Jefferson enterprise compliance team members to establish and implement an effective compliance program designed to identify and manage high risk activities at the regional and enterprise levels. The RCO will monitor and oversee Jeffersonrsquo;s compliance and ethics-related activities and advise the regional Board of Trustees and senior management team on matters related to risks and regulatory requirements. The RCO serves as the administrative lead of the regional Corporate Compliance Committee and is authorized to implement all necessary actions to ensure achievement of the objectives of an effective compliance program.

Works to develop, implement, oversee, and maintain the regional and enterprise corporate compliance program.
Provides guidance to and collaborates with compliance stakeholders and serves as a local expert and resource with respect to compliance-related matters.
Utilizes innovative and effective means through which to communicate with and train members of the Jefferson community.
Ensures that appropriate policies, procedures and processes govern division compliance program activities.
Leads the regional compliance risk assessment, identification, and prioritization process, and directs compliance-related risk assessment activities associated with development of the overall corporate compliance strategic work plan.
Collaborates with enterprise compliance team staff to ensure that the enterprise Corporate Compliance Plan, Manual, and Code of Conduct receive at least annual reviews and updates.
Oversees and evaluates compliance-related risks and serves as a regional resource during risk assessments and compliance-related investigations.

Manage day-to-day operations of the divisionrsquo;s compliance program, ensuring that alignment with enterprise program requirements remains a priority and is understood by members of the divisionrsquo;s community.
Deliver education, updates, and appropriate support to division management and personnel to ensure that everyone understands and aligns their conduct with Jeffersonrsquo;s Code of Conduct and Ethical Behavior.
Timely and effectively respond to alleged violations of policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures.
Assist in the development of and monitor systems designed for uniform handling of Alertline inquiries and complaints pertaining to the division.
Coordinate with regional compliance officers on compliance matters related to the operations of each Jefferson Health Hospital and physician practice plans.
Serve as the administrative leader of the board compliance and management compliance committees to ensure that compliance Issues and concerns within the organization are being appropriately evaluated, investigated and resolved.
Identify potential areas of compliance vulnerability and risk; direct the development and implementation of corrective action plans by line authorities for resolution of problematic issues; and provide general guidance on how avoid or mitigate similar situations in the future.
Provide timely compliance reports to the hospital President, Chief Administrative Officers, and other senior management (as needed) informed of the operation and progress of compliance efforts.
Engage with the Office of Legal Affairs and other relevant stakeholders to ensure proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
In collaboration with enterprise compliance team, develop and support an effective compliance communication program, including promoting use of the Compliance Hotline; (b) heightened awareness of the Code of Conduct and Ethical Behavior, and (c) understanding of new and existing compliance issues and related policies and procedures.

OTHER FUNCTIONS AND COMPETENCIES needed in addition to Essential Functions:
The Regional Compliance Officer is responsible for coordination of the compliance activities and plans for all aspects of the divisionrsquo;s compliance program in collaboration with key stakeholders and members of the Jefferson community.
Discharges duties to ensure that the enterprise corporate compliance program aligns with internal and external standards for maintenance of an effective corporate compliance program.

Associate Regional Compliance Officers, Compliance Specialists, and Administrative team members.

Hospital CEO, Chief Administrative Officers, Physician Practice Plan Leadership, Human Resources, Quality, Environmental Safety, Risk, and related stakeholders.

10+ years of progressively responsible experience in healthcare compliance, health law, or a medical service related field required.

Masterrsquo;s degree in Health Care Planning, Business Administration, Public Administration or related field required. JD degree preferred.

Healthcare Compliance Certification from the Compliance Certification Board (ldquo;CCBrdquo;) within two (2) months of appointment and maintain such certification throughout employment.

Strong project management and organizational skills. Maintaining a thorough understanding of Federal and State laws, rules, regulations, and guidance governing: (i) fraud, waste and abuse; (ii) payments, (iii) conditions and other requirements for participation in government healthcare programs; and (iv) other compliance-related topics as necessary to maintain an effective compliance and ethics program.

Covid Vaccination is a requirement for employment at Jefferson for employees working at Jeffersonrsquo;s clinical entities or at the University.
