Plans and participates in various phases of the grant management process, such as the application, monitoring, and budgeting of funds to ensure compliance with rules and regulations. Provides technical assistance to other agency staff in proposing projects and developing legal and financial support documents to ensure guidelines and deadlines are met. Reviews statutes, rules, and regulations associated with agency projects to determine their application to fiscal and grants management practices. Reviews budgets to ensure the efficient use of funds; recommends appropriate fiscal corrections or changes for consideration by the project manager. Assists agency staff in maintaining and updating various federally funded activities and in writing extensive activity and progress reports. Monitors payments to grant providers/recipients to ensure the proper allocation/distribution of funds. Oversees and coordinates the development of contracts and other mechanisms used by project managers to manage state and federal aid funds. Participates in site reviews to examine compliance with appropriate statutes, rules, and regulations. Prepares special reports as requested by agency management to monitor grants and to examine compliance with appropriate statutes, rules, and regulations. Work with medical providers to submit claims to Blue Cross Blue Shield. Work with Blue Cross Blue Shield to resolve vendor issues with submitting claims. Verify claims were paid by Blue Cross Blue Shield when monthly claims report is received. Complete payroll reconciliation and verification for identified payrolls. Visit institutions and serve on accreditation internal audit committees and internal fiscal audits.REQUIREMENTS: High school education plus four years work experience significantly related to position's function; or Bachelor's degree in business administration, accounting, or other appropriate curriculum; or a combination of education and experience equivalent to the above requirements.
PREFERRED: Two years’ governmental financial experience; at least one year of experience writing and monitoring grants; experience developing policies and procedures related to grants.
OTHER: Transcripts required prior to appointment. Must have valid driver's license. Applicant accepting a job offer must pass the following pre-employment exams in this order: medical exam and, at a randomly announced time, pass a drug test. Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.Knowledge of: state and federal statutes and legislation regarding aid administration; agency and state fiscal policies, rules, and regulations; the State Accounting System.
