Basic Function Report directly to the City Attorney, plan and perform complex administrative support and office management for the City Attorney ... Essential Duties and Responsibilities Support the day-to-day operation of the office through: managing accounts payable and receivables; ordering office supplies, calendaring and scheduling, file management, retention and destruction of records in compliance with state and local policies. Prepare or review a variety of legal documents such as: court pleadings, ordinances, resolutions, professional service agreements, contracts, labor agreements, interlocal agreements, request for bids, request for proposals, training materials for Councilmembers and appointed officials, and confidential correspondence. Provide guidance to City employees on contracting policies and process. Assist with City real property acquisitions. Plan and perform administrative office coordination; relieve the City Attorney of legal administrative and technical clerical duties; assist other professional staff as assigned. Maintain comprehensive department law records. Open, maintain and track general litigation, claims and administrative files. Maintain special project and topic files. In support of litigation, liaise with City staff regarding research requests, contract preparation, and contact with litigation counsel on pending lawsuits. Assist litigation counsel in the gathering of discovery information from various City staff and answering interrogatories. Coordination of depositions of City staff. Serve as administrative liaison with the City’s Insurance Risk Pool for insurance coverage, risk assessments, claims processing, and litigation support. Participate on the City’s safety committee. Maintain and update a list of insured assets. Order insurance certificates on behalf of the City. Play an integral part in preparing the yearly Risk Pool application and track compliance with WCIA Compact requirements. Collect and track evidence related to claims. Serve as the Delegate or Alternate Delegate for the City’s Insurance Risk Pool. Attend meetings and trainings sponsored by WCIA. Coordinate, collect, and document property losses that may be recoverable. Communicate with insurance companies, prosecuting attorneys and citizens to attempt to recover losses to City property. Review documents subject to public disclosure, assess and apply exemptions consistent with the PRA and City policy. Assist other departments in interpreting and applying PRA exemptions. Prepare preliminary budget documents and revise as needed. Assist in the preparation of the department biennial budget. Prepare and maintain financial records and files pertaining to departmental expenditures, budget balances, payroll, and operations. Prepare budget status reports, charts, and graphs as requested. Monitor and control assigned budget accounts and line items. Coordinate and process the purchase of office supplies. Coordinate with Finance department to ensure proper review, routing and completion of finance documents for approval. Provide training, supervision, and assignment of daily work and priorities to legal administrative staff as assigned. Assist the City Attorney with special projects as assigned. Compile statistics and materials. Conduct legal research for attorney review. Provide secretarial assistance for the committee responsibilities of the City Attorney. Research City, State, and Federal statutes and regulation as required. Research, analyze, and prepare recommendations, conclusions, or legal memoranda on assigned projects for attorney review. Coordinate meetings and travel arrangements of legal staff. Register attorneys for seminars and CLE training. Index and maintain a physical law library, including ordering books and periodicals as needed. Act as primary point of contact with legal database vendor. Greet city residents in person and by telephone. Provide information, receive requests and complaints and refer residents to proper departments or City employees. Answer public questions on City process and where to find the City code. Operate business equipment and software to include computers, word processors, spreadsheets, copiers, FAX machines, etc. Provide assistance and back-up for other department administrative assistants, including legal assistants. Maintain regular, reliable, and punctual attendance. Education and Experience Any combination of education and experience equivalent to graduation from high school supplemented by two (2) years of college coursework in paralegal practices or legal secretarial practices, procedures and terminology, business administration or office management or related field and six (6) years of increasingly responsible administrative support experience in a legal office environment. Experience in a municipality is preferred, including two (2) years of prior paralegal experience. Knowledge and Abilities Knowledge of: • Municipal government organization, operations, structure, policies, and objectives. • Applicable local, state, and federal laws, codes, and regulations related to municipal operations. • Legal office procedures and requirements. • Criminal and civil legal functions of a City legal office. • Legal terminology, documents and procedures relevant to court proceedings. • Legal research, law library use and maintenance. • Processing requirements and procedures for public documents. • Budgeting procedures including preparation, monitoring, and expending funds. • Record keeping and organizational techniques. • Modern office practices, procedures, and equipment. • Strong reading and writing skills in the English language. • Strong interpersonal skills leading to tactful, patient, and courteous communication. • Preparation and presentation of financial, statistical, and narrative reports. • Office management techniques. Ability to: • Plan and perform complex administrative legal office coordination to ensure smooth, timely and efficient legal office operations. • Relieve the City Attorney of technical clerical and administrative duties. • Draft and review legal documents, including contracts, professional service agreements, correspondence, ordinances, resolutions, agenda bills, and requests for bids and proposals, etc. • Read, interpret, apply and explain laws, codes, regulations, policies, and procedures. • Manage time effectively through planning and prioritizing competing demands. Work well under pressure and adapting to rapidly changing priorities. • Operate business software • Evaluate and recommend improvements in operations, systems, procedures, policies and methods. • Communicate effectively both verbally and in writing. Demonstrate excellent spelling, grammar, punctuation, and attention to detail when proofreading documents. • Research and analyze data and information and develop, evaluate, and present alternative recommendations. Present ideas clearly and concisely. • Work confidentially with discretion. • Work independently from general instructions. • Establish and maintain effective and cooperative working relationships with others. • Process department expenditures and receivables. • Maintain financial accounting records; prepare, monitor and control assigned budgets. • Transcribe materials and operate office equipment. • Type at 50 words net per minute from clear copy. • Answer telephones and greet the public courteously. • Maintain paper and electronic records. • Demonstrated ability to positively and effectively interact with diverse individuals to accomplish a common goal. • Physically perform the essential functions of the job. Environmental Conditions/Physical Effort Work is performed primarily in an office environment –typically sitting at a desk for long periods of time. Employees may be exposed to noise from basic office equipment operation. Performs sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry, push, pull or otherwise move objects
