The Community Workforce Development (CWD) Department is seeking a Workforce Development Manager to support and oversee grant-funded programs based out of the PCC Opportunity Center in Multnomah County. The Workforce Development Manager supervises staff, manages grant budget and reporting requirements, develops and oversees program policies, procedures and programming, and provides leadership for the “Steps to Success” program serving individuals on TANF.

Candidate Profile

  • Experience supervising and/or supporting teams to meet performance standards and metrics.
  • Demonstrated background tracking and analyzing performance data, and continuous improvement efforts.
  • Knowledge of business and industry, and current labor market trends and ability to translate into effective programming.
  • Experience working in an educational/employment and training program with diverse student populations including students who are first-generation, low-income, immigrants or refugees, or come from communities of color.
Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

Bachelor’s degree in Education, a Career and Technical Education, Adult Education, Social Science, Education Administration, Educational Leadership, Counseling, Rehabilitation, Accounting, Finance, Business Administration or related field (relevant experience may substitute for the degree requirement on a year-for-year basis).

Three years progressively responsible experience related to Workforce Development.

Two years of management-level supervision of employees (hiring, assessment, discipline, etc).

Position Grade K Starting Salary Expectations Minimum $72,283 to range midpoint of $88,547. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity. Position Grade Salary Range $72283 to $104810 Annual Salary FTE 1 PCC Benefits

PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.

Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

Working Conditions and Physical Requirements

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
